Finnish Institute of Occupational Health’s change negotiations concluded — reduction in the number of employees at the Centre of Expertise for Development and Support

The Finnish Institute of Occupational Health held change negotiations in September 2025. Ten employment relationships had to be terminated in the Centre of Expertise for Development and Support. There will also be changes to work tasks, activities and ways of working.

The change negotiations concerning the Finnish Institute of Occupational Health’s Centre of Expertise for Development and Support took place on 15–30 September 2025. The reasons for the negotiations were financial and related to planned production and operational restructuring.

After the change negotiations, the employer had to reduce personnel by giving notice to 10 employees. Some employees were offered new duties as an alternative to dismissal. In addition, the employer decided not to extend 10 fixed-term employment relationships.  

At the start of the negotiations, it was estimated that the actions could lead to the termination of up to 30 employment relationships at the Centre of Expertise for Development and Support, which consists of four units (Brand, ICT and Digital Services, Operations and Project Support and Finance and HR). The solutions implemented at this time will achieve the planned savings.

Changes to activities and ways of working

The objective of the Finnish Institute of Occupational Health is to focus on critical functions and streamline processes in the Centre of Expertise for Development and Support. 

Activities can be centralised, reduced, discontinued, merged or outsourced. At the same time, new tasks may arise. Changes in work tasks and processes may have implications for other centres of expertise and the way work is performed.

"The strategic goal is to make greater use of artificial intelligence, strengthen cybersecurity and further increase digitalization. In addition, efforts will be made to improve media, advocacy and stakeholder communications and to strengthen the organization’s societal role," says Antti Koivula, Director General.

Sufficient time will be reserved for the changes, and they will be implemented during the rest of the year and next spring. The employer will support the personnel during the changes and ensure the smoothest possible transition to new tasks and working practices.
